Why Should You Look in Other Countries To Hire Remote Software Engineers?

Three reasons hold up under scrutiny: the pool of experienced engineers outside the US is far larger than most hiring managers assume, salaries for the same seniority run 30–70% lower in some countries, and hires made this way tend to stay longer.

Most companies hiring abroad aren’t doing it because they can’t find anyone at home. They’re doing it because the salary difference is large and the hiring cycle is shorter. 

If you’re still weighing whether to hire locally or offshore, settle that question first.

A much larger pool of experienced engineers

According to GitHub’s 2025 Octoverse report, Brazil now has 6.9 million developer accounts and India has 21.9 million, after adding 5.2 million new developers in 2025 alone, more than any other country. 

Country-level figures for Mexico, Argentina, Colombia, the Philippines, Nigeria, and Egypt weren’t released in the 2025 edition, but the 2024 report counted more than 1.9 million in Mexico, 1.1 million in Argentina, 1 million in Colombia, 1.7 million in the Philippines, 1.1 million in Nigeria, and 990,000 in Egypt, growing at double-digit rates across all of them.

A market that size is one you can hire from repeatedly as you grow, rather than one where you find a good engineer and then run out of candidates on the second hire.

Lower salaries at the same level of seniority

With salaries 30–70% lower than in the US, companies can hire a senior engineer based in another region for the same budget they’d use for a mid-level engineer domestically.

That gap adds up across a team. A company budgeting for three mid-level US engineers can often staff the same three roles with senior talent instead, or keep the seniority level flat and add a fourth or fifth hire with what’s left over. 

Either way, the savings aren’t a discount on quality: they reflect the cost of living in the country you’re hiring from, not a difference in what the engineer can do.

Engineers who stay longer

Retention is the part of this decision nobody asks about until it goes wrong, and engineering churn is the most expensive churn there is. 

According to our own placement data, 80% of hires stay two or more years and average tenure runs three years.

The reason isn’t loyalty in the abstract. Professionals earning above their local market rate, with growth opportunities and benefits their local employers don’t offer, have very little reason to take a call from a recruiter nine months in.

1. Define the role before you shortlist a country

Write down the stack, the seniority, and what the person will spend most of their week doing. A country that’s strong for embedded and enterprise work isn’t automatically strong for React Native or modern data engineering, and you can’t evaluate that until the role is specific.

2. Test communication against the work, not against a stereotype

Decide what the role requires: daily standups and customer calls, or written specs and asynchronous reviews. A role that’s mostly documentation and PR review tolerates a wider English range than one where the engineer presents to your customers. Then test individual candidates rather than trusting a country average.

3. Match overlap to how your team works

This is the input that decides most hires, so be honest about it. 

Latin American countries give you most or all of your business day live, wherever you sit in the US. Mexico and Central America roughly align with US Central hours, Colombia and Peru with US Eastern, and Argentina, Chile, Uruguay, and Brazil run an hour or two ahead of US Eastern. 

Eastern Europe and Africa share your morning. Asia mostly doesn’t overlap at all.

The cost of a gap isn’t just fewer conversations. A Harvard Business School and INFORMS study with 12,038 employees at a multinational firm found that time-zone separation measurably reduces real-time communication and pushes people to shift work outside their normal hours to compensate. Stability affects continuity, payment routes, and whether your engineer can work through the next twelve months without disruption. This is a real filter, not a formality: two countries on this list, Ukraine and Belarus, carry current-conditions caveats for exactly this reason.

5. Confirm the infrastructure your team depends on

Connectivity, power reliability, and equipment access vary widely inside a single country, not just between countries. Ask candidates directly about their home setup, their backup connection, and how often they lose power.

6. Look at the education and training pipeline

Countries with sustained investment in STEM education produce more mid-level and senior engineers a few years later, which is what determines whether you can hire a second and third engineer in the same market.

The list is in no particular order and implies no ranking. There’s no single best country for everyone; the right fit depends on your stack, your budget, how much live overlap your team needs, and how you like to work.

Latin America is where most US companies on this list end up, and the reason is the clock. It’s the only region where your engineer is at their desk for most or all of your working day, so questions get answered the same afternoon instead of the next morning.

Brazil is the largest economy in Latin America, has the deepest technology sector on this list, and the largest pipeline in the region: Brazil produced 238,000 STEM graduates in 2020, according to Georgetown University’s Center for Security and Emerging Technology, and the country has a healthy startup base that includes tech unicorns like fintech company Nubank.

English is the honest caveat. Brazil ranks 75th of 123 countries on the 2025 EF English Proficiency Index, just below the global average, so test individual candidates rather than assuming the country average. 

On overlap, São Paulo, Rio de Janeiro, and the capital Brasília run an hour or two ahead of US Eastern, which leaves most of your business day covered wherever you sit.

2. Uruguay

Uruguay is small, politically stable, and has spent nearly two decades investing in digital education. 

In 2007, the government created Plan Ceibal, which gives every child access to a computer and Wi-Fi at school. The program has since expanded into computational thinking and AI, reaching more than 4,000 teachers and 90,300 students across 83% of Uruguay’s urban public schools by 2024.

Ecuador isn’t as widely recognized as the bigger economies on this list, but its tech sector is growing steadily, helped by the government’s Agenda de Transformación Digital 2022–2025, a national strategy focused on digital infrastructure, connectivity, and workforce readiness, coordinated across multiple ministries including education and labor.

The government has put real effort into supporting startups, and the country has started drawing attention as a software development destination for US companies that want the overlap without the competition of a larger market.

The developer base is deep for the country’s size, at more than 1.1 million GitHub accounts in 2024 and growing 22% year over year. 

Argentine engineers are also used to working with US companies, which shows up as familiarity with US development practices rather than as a training exercise.

Buenos Aires runs an hour or two ahead of US Eastern, so your Argentine hire starts before you do and is at their desk for most of your day, wherever you sit in the US.

5. Mexico

Mexico is the nearshore default for a lot of US companies, and proximity is only part of the reason. It passed 1.9 million GitHub developer accounts in 2024, growing 21% year over year, and produced 221,000 STEM graduates in 2020 according to Georgetown’s Center for Security and Emerging Technology.

The tech education system is mature and the hubs keep attracting money. Nuevo León, in particular, continues to draw consistent tech investment from large multinationals, and Softtek, a global IT services and software integration company, was built there.

Peru passed 583,000 GitHub developer accounts in 2024, growing 27.5% year over year, one of the highest growth rates in the region off a smaller base.

Peru has also built a real presence in the global gaming industry, which has pulled a lot of young workers into software development and produced engineers used to shipping consumer-facing products under deadline.

Eastern Europe

The best countries to hire remote software engineers in Europe are Poland, Romania, and Ukraine, and Eastern Europe as a region is the strongest non-nearshore option on this list for depth of engineering education. 

The trade-off is the clock: a US morning is their late afternoon, so you get a few hours of live overlap and everything else runs asynchronously. That works well for deep, self-directed work and badly for teams that want their engineers in daily standups.

11. Belarus

Belarus punches above its size in IT. Its universities emphasize mathematics and the sciences, and the country’s tech industry has a long-standing reputation for high-quality engineering output, particularly in outsourced product development.

Minsk’s Hi-Tech Park was the anchor of that industry, home to a large concentration of developers and startups and the launch point for several internationally known products.

One honest caveat: a significant share of that developer community has relocated since 2020, and many engineers who trained in Minsk now work from Poland, Lithuania, Georgia, and elsewhere. We haven’t found a neutral, citable figure for how large that shift was, and the sources that publish one disagree along political lines. 

If Belarus is on your shortlist, confirm where your candidates are based and what payment and compliance routes are open to you before you get attached to a hire.

12. Poland

Poland’s engineering, mathematics, and computer science universities produce a steady supply of senior developers, and Polish engineers are among the strongest English speakers on this list: the country ranks 15th of 123 on the 2025 EF English Proficiency Index, in the index’s Very High band.

CD Projekt, the video game studio behind The Witcher, is the most visible product of that ecosystem, and it helped pull international attention and investment toward Polish engineering.

For a US team, Poland works best when the role is documentation-heavy, architecture-heavy, or otherwise self-directed. 

With only a morning of overlap, written handoffs tend to work better than live pairing for most of the day.

13. Ukraine

Ukraine’s IT sector is bigger and more resilient than most people outside the region assume. The IT Ukraine Association reports computer-services exports of $3.21 billion in the first half of 2025, roughly flat year over year. Over the same period, those services’ share of total Ukrainian exports rose from 38.5% to 43%.

The engineering depth behind that number is broad across tech stacks, which is why Ukrainian engineers keep getting hired for complex, architecture-heavy work. 

Grammarly was founded in Kyiv, GitLab’s original code was written by a Ukrainian developer, and WhatsApp’s co-founder Jan Koum was born in Ukraine.

Since 2022, much of that workforce has been displaced or has relocated, and availability varies by city and by role. The talent is still real, but hiring there just takes more diligence on location, infrastructure, and continuity than it used to.

14. Romania

Romania has the strongest English of any country on this list. It ranks 11th of 123 on the 2025 EF English Proficiency Index, making it a serious option for roles that depend on written technical communication.

Romanian engineers are concentrated in cybersecurity, web development, and cloud services, and the country’s EU membership makes contracting and data-handling arrangements more familiar to US legal teams than some of the alternatives.

Bucharest is the main hub, with a dense developer community and a steady calendar of engineering events. The constraint is the one that applies to the whole region: you only share your morning with a Romanian engineer.

15. Bulgaria

Bulgaria’s engineers cluster around Java, PHP, and .NET, which makes the country a fit for teams maintaining enterprise systems built on those stacks rather than for greenfield work in newer languages.

Like Romania, Bulgaria is in the EU, so contracting and data-protection questions land in territory most US legal teams have already covered. Sofia has a growing startup community, and salary expectations sit below Western European levels.

The overlap constraint is the same as the rest of the region: you only share your morning with a Bulgarian engineer. For a maintenance-heavy or ticket-driven backlog, that’s workable. For anything that needs same-day decisions, it isn’t.

Asia

Asia is where this list stops being about overlap and starts being about scale and price. An offshore team on this continent works while your US office is closed, so a question you send in the afternoon waits until the next day for an answer. 

For roadmap work that can be planned in a sprint, that’s workable. For anything that needs same-day decisions, it may be a problem. 

16. Vietnam

Vietnam’s technology sector has grown quickly over the past decade, and the country now has a large, young engineering workforce with an appetite for international work.

Salary expectations sit well below US levels, which is most of why Vietnam appears on offshore shortlists at all. What you’re buying with that is capacity rather than speed: an engineer in Hanoi or Ho Chi Minh City works while your US office is closed, so the feedback loop on anything ambiguous runs a full day.

That makes Vietnam a reasonable fit for well-specified, plannable work and a poor one for a role that has to sit in your standups. Note that GitHub’s Octoverse report doesn’t publish a developer-account figure for Vietnam, so treat market-size claims about the country, including ours, as directional.

17. India

India is the largest developer market on this list by a wide margin, with more than 17 million GitHub developer accounts in 2024, the biggest developer community outside the United States. Its engineering education system graduates hundreds of thousands of students a year, and more than 30% of Indian graduates take a STEM degree against just 20% in the US.

Infosys, TCS, Wipro, and HCL all built global delivery businesses on that base, and Indian engineers have supplied back-end capacity to a long list of US technology companies.

The constraint is the clock. India is the default answer for teams staffing a large, plannable roadmap, and the wrong answer for teams that need same-day decisions because of its 9.5 to 13.5-hour difference.

18. Pakistan

Pakistan has a large, young STEM workforce and a growing community of software developers, concentrated in Karachi, Lahore, and Islamabad. Improvements in higher education and sustained investment in IT infrastructure are what changed the market over the past decade.

Salary expectations are among the lowest on this list, and the developer pool skews toward web, mobile, and back-end work rather than specialized data or platform engineering.

GitHub’s Octoverse report doesn’t break out a developer count for Pakistan, so there’s no reliable figure to give you on market size. 

On time zone overlap, treat it like the rest of offshore Asia: your afternoon question gets tomorrow’s answer because of the 9- to 10-hour difference with the East Coast and the 12- to 13-hour difference with the West Coast.

19. Philippines

The Philippines has 1.7 million GitHub developer accounts as of 2024, growing 29% year over year, the fastest growth rate of any country on this list. Two decades as a hub for international business process outsourcing built the English-language service culture that the country’s software sector now sits on top of.

Filipino developers bring strong communication skills and a service orientation that shows up in how they handle client-facing work, documentation, and support-adjacent engineering.

The best countries to hire remote software engineers in Africa are South Africa, Egypt, and Nigeria. The continent is the newest region on this list for US engineering hiring. What makes it appealing is a young, fast-growing developer population rather than an established outsourcing track record. 

Overlap looks a lot like Eastern Europe: you share your morning, and the rest of the day runs asynchronously.

20. South Africa

South Africa’s two real differentiators are English communication and hours. English is a first language for a large share of the professional workforce, so the technical-articulation problem that shows up elsewhere on this list mostly doesn’t apply.

The working day lines up with Europe, which means a US team only shares the morning. If your engineering organization already has a European hub, South Africa slots into that schedule without anyone shifting their day.

Screen for four things: code you can inspect and maintain, the ability to explain a technical decision to someone non-technical, real professional experience with the specific tools you use, and English that holds up in a live architecture review. 

The mistake we see most often when companies are hiring remote software developers is screening for tool count. Our engineering recruiters flag resumes claiming six or more years of experience across six or more different languages as a red flag: there’s no plausible way to have built that much real depth in that many languages at once, and the developers worth hiring usually go deep on two or three.

Code you can inspect and maintain

What separates strong engineers from average ones is clean, scalable, testable code, plus the habit of connecting what they’re building to the business goal instead of closing a ticket. 

That second half is the harder one to test for, and it’s the one that predicts whether the person needs supervision or produces work you can ship.

Communication that works with non-engineers

An engineer who can only explain their work to other engineers will cost you time in every sprint review, every incident, and every conversation with a customer.

Give them a small real-world task, then review it together

Use a task that resembles your actual work: debug a piece of code, refactor something for scalability, or implement a basic API with tests. 

It can be live or take-home, but the part that matters is reviewing it together on a call afterward, because that’s where you see how they think about clean code rather than whether they produced output.

Keep it to one assessment. Stacking three technical exercises is the fastest way to lose the candidates you most want, who have other offers and less patience.

Ask them to walk you through a project they shipped

Ask what their role was, what the stack was, if anything went wrong, and how they handled it. Candidates who can’t describe their own contribution, or who won’t discuss a mistake, are the two red flags our recruiters watch for hardest.
